1984-2002: Field research on local government and community in development towns and poor city neighborhoods; post-graduate teaching (Hebrew Univ.), Senior Stroum Fellow, U. of Washington, Seattle. Research at the Univ. of Sussex and MIT on the economic and social implications of the information and microprocessor revolution. Two books based on research were published in 2002.

1989, International Fellow in Ethics and Government, The Hastings Center, New York.

l977-82 - National Director, Prime Minister's Office, Jerusalem, of Project Renewal (the social and physical rehabilitation of poor urban neighborhoods). Leader of the Social Policy Group in the Prime Minister's Office.

1969-76 - A founder and first Chairman of Advanced Technology Ltd., (TEKEM), which became a large Israeli computer software firm.

l973-75 - Fellow, Center for Advanced Study in the Behavioral Sciences, Stanford CA, writing the book Israeli Democracy (The Free Press, Macmillan, 1982)

1969-73 Member of elected City Council in town of Herzlia. As Chairman of the Finance Committee, reorganized the budget process.

l966-73 - Assoc. Professor of Public Policy, Tel Aviv Univ. Consultant to OECD (Paris), the Government of Israel and others, on policies for the development and use of technology to advance the economy; and on education and the development of manpower for the new age.

l964-66 and l956-58 - Research and teaching at Harvard as a candidate for the Ph.D. Research Associate, Program on Technology and Society, studying the relations of science, venture capital, and high technology entrepreneurship.

1962-1974 – Chairman of the Israel Foundations Trustees, a non-profit independent research foundation that also represented Ford and other foundations in Israel.

1959-1964 - An organizer and first Director of the National Council for R & D, Prime Minister's Office (with Prime Ministers Ben Gurion and Eshkol). The Council was based on my study, Scientific Research and Technological Development in Israel, which presented a policy for government support of science and science-based industry.
