Why is is so hard to improve the Israeli education system? Despite the fact that individual innovative pedagogy projects are successful on a small-scale level, creating islands of excellency, it seems that they are unable to connect to form a comprehensive change. Endless reforms are implemented, and yet the Israeli education system is stuck in terms of the quality of learning and teaching.
